In the world of Suikoden that is a kind of interesting concept given the role of the SoD and Runes, in a sense he is right because war and conflict is built into the fabric of reality itself so in a world like that he really is doing the best he can. And there is a bizarre pragmatism to his approach, like if war can't be avoided at least make it efficient and for that some people have to be the monsters. While he isn't technically a villain he is on the opposite side. Heck, if you count his backstory he nearly becomes outright sympathetic, though in my eyes he was interesting enough even without that. We then discover that really he was always just a tool, just a chess piece in a broader political mess. This is demonstrated by his final moments, he doesn't go out screaming or hacking at things, he is one of the few that dies with an odd sense of peace.
